Hi,
It is recommended to rest winsock and TCP/IP stack to troubleshoot the issue.
Suggestion:
===============
1. Click on the Start Button and type CMD in Search Bar. Right click on the Command Prompt shortcut and select Run As Administrator.
2. In the command prompt window that opens, run the following commands:
netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log
3. Reset the computer.
Does it work? If any error message was encountered and the issue still persists, please let me know the detail error message.
Thanks.

No resetting catalog and logs did not work. I had to reinstall the OS to get it working. Though any further assistance on this issue will be helpful just in case this this pops up again.

No need to reinstall OS
Usually this file is corrupted, wlansvc.dll and therfore Wlan AutoConfig won't start.
When you try to repair with SFC /Scannow it gives an error.
If you look inside %systemroot%\logs\cbs\cbs.log you'll see that SFC /scannow couldn't repair your wlansvc.dll because the file doesn't match
with the one stored in ("c:\System Volume Information\"...)
Replace your wlansvc.exe in %systemroot%\system32\ with a healty one.
Delete all system restore points. (Files located inside "c:\System Volume Information\"...) Has to be done from Hiren's Boot CD or something like it
Start your computer and boot into OS and WLAN should work.
If Wlan not working try this
Click on the Start Button and type CMD in Search Bar. Right click on the Command Prompt shortcut and select Run As Administrator.
In the command prompt window that opens, run the following commands:
netsh winsock reset
netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log
Reboot the computer.
see if it works.
Only tested this on Win Vista x32, Win7 x32 and Win7 x64.
And worked in all cases for me.
This usually happend after computer had been infected with Spyware/Malware or Virus.
